
In Delaware, state officials told the Associated Press that they have enrolled four people, completed applications for 31 and created accounts for another 218 potential users.
A slow start for sure, but also a very expensive one, according to Americans for Tax Reform, a Washington-based Obamacare critic. They note that the state spent $4 million in federal grant money on four community groups to handle the applications.
That simple early math, according to ATR: $1 million per enrollee.
