A new analysis from the Competitive Enterprise Institute revealed that in his first five years in office, Obama has issued an average of 81 major, impactful regulations a year. Bush averaged 61 a year over his full two terms.

Among the rules issued by Obama were those regulating the speed of ships in areas where whales swim, multiple Obamacare restrictions and requirements and several environmental and financial changes.
CEA's Wayne Crews noted that although Obama has “talked about regulatory lookbacks and reducing regulation in his executive orders on the topic ... his major rulemakings average 29 percent higher than Bush.”
